Our client is currently seeking a talented person for a Manager - IT Contingent Workforce Program.

What You Will Be Doing:
You are responsible for supporting and driving lifecycle activity related to the contingent workforce program for the company IT organization. The scope of this role includes comprehensive vendor sourcing, selection, and management; candidate pipeline management, EHI manager interface, resource selection, rate negotiation, and assessments, and optimizing the vendor management process and systems. You will also drive focus on proactive risk management, legal considerations, and contingent labor industry trends. You and your team will set the direction for contingent workforce expectations with vendor and worker, support a smooth and seamless on- and off-boarding process, manage vendor performance, and collect and share project feedback with third-party sources. You are also responsible for ensuring appropriate physical and system access as well as overall process and system management.

What We Are Looking For:
  • Must be presently authorized to work in the U.S. Without a requirement for work authorization sponsorship by our company for this position now or in the future
  • Must be committed to incorporating security into all decisions and daily job responsibilities
  • Minimum of six years' related experience managing large-scale corporate or third-party service provider contingent workforce program or talent acquisition program in IT
  • Successful leadership experience of both people and projects
  • Exceptional team leadership skills with a focus on developing your team; full employee lifecycle experience required.
  • Demonstrated knowledge of full spectrum IT contingent labor solutions including outsourcing, project-based (SOW, MSA), and other emerging contingent labor solutions
  • Competent in all aspects of technical scouting, qualifying, interviewing and selection
  • Effective negotiation skills to drive competitive rates and optimize time to fill
  • Demonstrated knowledge of IT talent market and service provider landscape; knowledgeable of legal and compliance standards and operational considerations
  • Proven vendor relations skills; past experience having conducted RF/RFP process, rate negotiations; setting and managing vendor performance to show ROI
  • Skilled in developing and driving strategic, operational and tactical plans including resource planning
  • Knowledge of procurement and / or standard third-party contract scenarios and structures within the contingent labor domain (ie: Staff Aug, SOW, consulting services)
  • Vendor Management System and Applicant Tracking System knowledge and experience (ie: Fieldglass)
  • Experience developing and managing results to KPIs/metrics to drive team and vendor partner performance
  • Must possess a high degree of influence to drive results through others
  • Proven track record of establishing effective and collaborative relationships at all levels of an organization
  • Tenacious, diplomatic, highly flexible, well organized and detail oriented
  • Balanced interpersonal communication style (verbal and written) and an exceptional listener
  • Self-starter who is able to work independently and virtually
  • Ability to work in ambiguity and complexity; is flexible and agile; able to adapt to changing business environment and client needs
  • Effective public speaker and presenter, both large and small audiences
It Would Be Great, but Not Required, if You Had:
  • Bachelor's degree or equivalent work experience and education
  • Strongly prefer experience and knowledge of both full-time employment recruiting as well as staff aug/ contingent labor recruiting environments
  • Knowledge of contingent labor immigration standards and requirements
  • Past experience developing resource management, bench, or flexible staffing models within a corporate or agency environment
  • Experience managing end-to-end onboarding of employees and contingent resources
  • HR or Contingent Labor industry conference attendance or certification
